Well you can already can get gems slowly for free, and that doesn't currently really impact gem purchasing, the question is how fast is too fast
Currently the rate is on average 2 gems a week, which means you can buy a 25 gem classic thing in 12 weeks or so, 6 if you only buy things during sales
Considering how few classic items there are, the current gem speed seems about right to me - it takes a year or so to get a good selection (a large enough time to require dedication), or you can speed that up with gems (which the majority of people will still do)
