Basically, the message of this thread is: moderators can't have friends. Simple as that. With friends youll never ban your bff 4 life
I have reported friends and got them banned before. I'm not sure that what you say is universal.

I know me and ninja hate each other but it sucks to see him go, but srsly proc a perm ban is just too much, you should've chat banned him for 2 months and also banned him for 2 weeks at max.
