I like this idea of random "flash sales" for items that are old.
Log in one day and there's a 30% sale on the glass pack for three days? That gives people a chance to buy it and catch up with the rest of the population.

Though I don't think there can be one single solution to the whole shop issue. We may need to redesign quite a bit of the current system if we're going to eliminate the idea of EE being "pay-to-build"

3. More than 5, maybe all packs 2 or more years old are given for free (not including classic packs, but also applying to current users); so everyone owns the factory pack and candy pack right now along with everything 2010-2013 (or it comes with beta?)

For me honestly the long way getting things was a pleasant experience, when I was parallel with everyone and everything in EE all I've done was spend energy and build things with what I have.
And now I have a 1500 portals, half visible and half invisible, and for some reason 300 spawns.
I also didn't play the game at some point and came back two years later.

The best thing to do, which benefits everyone forever is reduce the time it takes for one unit of energy to build up. From 1m30s to maybe only 45s.
Overall faster energy, overall faster purchases.

It is? I've had BC for a good chunk of the time it's been out and I've never had a reduced energy timer. Aside from that time it actually was 1:30 and people freaked out about losing some max energy when they didn't realize that change actually benefited them...

Instead of nerfing the shop, we should buff magic coins and make them more common. Increasing your max energy should not be a rare event. Max energy should also be a daily reward after a certain amount of days.

That would only devalue energy by making it more common. This would lead to trying to make up for the increasing maximum average energy by making items in the shop more expensive, and therefore leaving new players even further behind since they have not had the chance to obtain magic coins.

If every player currently in the game had double max energy, for example, someone with 1,000 energy would now have 2,000. Someone with 200 would only go up to 400.

Double energy!?
Are you insane!?
For example,if you have 1000 energy,you will then have 2000.
But someone with just 500 will get only 1000.
And new people will riot since they start off with 400,and everyone else has like 800-1000

Umm wut. I don't think anyone suggested doubling max energy except for complete noobs. Also, insted of just making energy more common , it can start out common and get exponentially rarer as you get more. Ex: you have 200 energy, 1/100 chance for magic, you have 600 energy, 1/300 chance.

That doesn't solve the problem that new players have to buy six years' worth of update items.

Oh lol like this is gonna solve anything.
This might fix the noobs problem with pathetic starting energy.
But the people who have been playing for a long time will riot beacuse they rarely get magic
But people who started like 2 weeks ago got 3!
Oh and lets not forget your idea.
Lets say the noobs get lucky and get 600 energy.Now they can buy stuff.
But they will want more magic, but since its rarer now,hah nothing.
Msgic will lose its point sooner or later and people will most likely get jealous of each other.
