Instead of having one stickied topic for all non-topic discussions or stuff that you feel like posting but aren't thread worthy, why not have a section for blogs?
You won't have to make a thread for every section for non-thread worthy things then.

but if you want to make a blog, can't you just make an ordinary blog, instead of making a forum blog
It just saves any hassle from making a tumblr account or something just to post stuff.
This is also to stop all of those off-topic or non-thread worthy topics and push them all to one sub-section.

forums.acidch.at is a forum that regularly uses blogs. It's true that not all forums use or even have the blog system, but I see this for an opportunity to clean up each section.
