i start a four year hedge fund and sign off on a contract to buy a rather large retail company

after the four years and my incredible stock reading skills i collect my hedge money and buy the retail company

i am now the CEO of this company, and i aim for expansion around the Hill

soon multiple retailers open up around this hill, and it starts to attract consumers

so i build two story apartments with moderate heating and water and hire brokers to basically sell everything they can find to buyers

since i now have sufficient residentials and a place for them to shop, i build other important landmarks to fulfill the plebians

now i have suddenly built a rather large town

i step down from the company's position and become the owner of this entire town

now i am legally eligible to claim the land around the Hill
