I think you guys should just set it to 23:99 on the international date line or whatever. The deadline time is very early in the United States, and I fully expect most teams to have no idea as to the actual time and just turn it in "on the 31st."

Well, in that case I think you should be really really loud about the expected due time. I didn't know it until I saw this little discussion.
