Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

I don't see how not telling people you won the lottery would be immoral, moreover for your personal safety.
Withholding the truth is almost as bad as lying to me. "Do you promise to tell the truth the whole truth and nothing but the truth?"
Alright, I dearly hope by "truth" you mean "fact", not opinions.
That being said, sharing the fact you won - without being asked - is simply your own demise. Like said, this drastically increases your chance of identity theft, robbery, beg-mail (from family members as well as strangers), etc.
It is, in essence, why people don't go down the street announcing how much money they have in their bank account along with their social security number and credit card number.
It draws unnecessary attention to yourself and threatens your own existence. Now, if you still think it's the best thing to do in a situation, please tell me your first name, last name, address, and parents' bank account number. It's the truth, isn't it? It's the... whole truth, isn't it? You can't withhold the truth on me, now!
Yeah, well, you know that's just like, uh, your opinion, man.

Does the word "Family" mean anything to you?
Considering I'm obsessed with Pokemon, this is what pretty much half of it would go to.
OMG why will they get zekrom ex 8 times and mewtwo 9 times! The only good card I have is Arceus lvX.
I will just keep getting xbox live membership and some money for college and a new PC and donate some to charity and then give separate money to family members.
Buy online games and give them away. They're only 50 bucks max, I could give away a few thousand.
Donate way too much to charity.
Get the best computer possible.
Buy a bunch of snacks.
Give more to charity.
Still have $600 mil... RAGE!
soooo... 3 people won, but when they did win they would have thought they were the only ones, imagine how it went off.
Thank you eleizibeth ^

I'd put it all in my bank account for a few years to build up some insane interest after that... no idea what I would do with it...
