It's not that scary, I didn't find any scary effects in it when I watched it. But that might just be me, as Rpgmaster said. This video showed how the fear of darkness might be simulated based on the players own fear of darkness.
And I'm not really that scared of darkness. But you might?

And for combat, the hiding and seeking concept is quite a fun way of playing. If it's executed right, like as might have been mentioned above, Amnesia the dark descent.
Not being able to properly fight your enemies, having to run and hide. Barricade doors to get more time etc. That is something that could fit this game, but still from what you have explained so far. It doesn't really seem to fit into the gameplay you have described for us.

I do see the similarities, but I am still in a phase where I can feel comfortable in going in different directions. Besides, I only showed an example of darkness because it was the easiest to recreate without any programming knowledge. I plan on including lots of other stuff like fear of spiders (No need to explain that), fear of heights, fear of water, fear of clustered holes, etc. There are so many different things to play around with so that the game itself will hopefully be very different from what you saw in this video.

It was not demonstrated in the video, but I figured that the further out you go, the darkness would become more intense and would eventually engulf you, resulting in either a game over or a return to spawn. The effect could vary depending on the fears, of course. If someone has a fear of people/crowds, I could throw in some whispers, floating eyes on the distance and perhaps some sinister laughs. There is lots to do with a concept like this.

That's possible. I also intentionally didn't make it "too scary" as much as I was trying to create an atmosphere of dread and anticipation, two feelings that are far more appealing to me personally.
A hide-and-seek approach would make the most sense, but as I stated, combat is not very interesting in large doses. Puzzles, exploration and piecing together the storyline is far more appealing to me, so that's the route I will be taking. The more story-based the game is, the easier it is to feel connected to the game on an emotional level, that's what I'm trying accomplish.

What would scare me is where you are in a lit room, then be forced to walk into total darkness, then come out back into the same room you were in before, with some new blood, or whatever. D:

Also: I need someone who is good at editing videos. What you are going to do is take the last scene at the pit at the end of the hallway, and replace the white face with an EE Smiley. It shall be called "When 'The Sound of Silence' meets EE..."
I have a suggestion.
Why don't you in some scenarios, force players to make difficult decisions.
Like create a hallway that the player runs through to get away from a God awful sound quickly getting near them, then create a corner that the player has to go through to get away from the terrible noise, and create the only way to avoid fo the sound is to go into an eerie hallway, so you have to either be caught by something terrible, or go down a hallway that has Slenderman at the end.

My younger brother is interested in programming and designing this with me so he's already gotten to work on making a 3D engine from scratch while I'll be doing the conceptual designs along with his progress. So far, he intends to use the XNA framework as well as program it in either Java or C++, he has yet to decide which one is more efficient for what we'll be doing. I have full confidence in his ability to make it happen since he's made like 3 or 4 fully functional engines just for fun in the past.
I also have a very good sound designer on the hook as well who has worked on several indie movies and has agreed to treat this as a side project for himself, more or less. Like me, he's a huge Silent Hill fan so we both know exactly how this game should sound.
Let's see if I can get this ball rolling soon.

Michael Chiniquy seems to have a gift for horror verging on the Poe-esque. As you can see from the above video, he is breaking new ground in immersive storytelling by making a game with a capacity to learn from, and play to, the player's fears. The Sound Of Silence concept video shows how, by cultivating a sense of loneliness and isolation, and by learning from the player's reactions, you can really engender a sense of deep fear and unease.
