So keys are considered Blocks?

Keys are considered blocks, yes. They have a property that allows them to be walk-through, though.
You know, that default background is considered a block, too. But it doesn't have a color.

Smilies are pure-white, however, they are not blocks. And definitely not a permanent solution.

inb4 not a permanent solution, you cannot save smiley positions without the use of third-party tools.
And if the server crashes or game updates, you can fill that one in for yourself.

Arrows can be moved to Level Brick.

@electriccircuit just like to mention that page shows decoration colours showing it is not updated unlike this. Just like ot mention that. Nice colour charts btw.
