What about this idea?

*thinks*x100 Does anyone have an idea for a system for more mods? Maybe a "weak mod" category with only part of the powers of real mods?

Or has this already been suggested?

System = admins decide new moderators. Moderators can suggest new moderators, but can't do anything about it.

That is the only system, and the most efficient system.

User + Mod voting in any way = Popular people are mods.
Popular people != good mods

ive come up with a solution to the problem tako. ive said it a few times. the current mods can pick some possible mods and then the users could vote from the people the mods think could do good.

Because we don't need any, according to them. If we needed some... EUREKA! We'd get some.

Sounds good. Just one problem, there are a total of two moderators that I've seen recently, and absolutely no administrators that would even care to look at what people we think should be mods.
