Car pack kinda clashes with the other graphics (and there's no upper "big" wheel)
Pikachu is fine but it's copyright infringement so don't count on it,
Piplup woudl be better off without the legs (plus the left outline is missing)
We already have Santa Claus (the santa smiley),
Monster robot looks pretty cool, but doesn't look different enough from the regular monster (the terminator smiley had hair and a smirk)
and Angry smiley looks neat but has some small yellow pixels around the outline and it's "lips" are yellow.
7/10 could use improvement
10 years and still awkward. Keep it up, baby!

I like the car pack's traffic cone, but the wheels are a little weird looking. Your remakes of pikachu and piplup are absolutely amazing. Forget about copyright. (just joking don't do it m9)
Santa smiley could be a remake of the old version, but I like the old version better. The newer version (yours) has a beard that blends in too much with the smiley...face...skin thing.
Robot Monster is my favorite, but it really looks like the regular monster+terminator. Maybe make it some sort of special smiley? Like given out to people in contests, or through magic coins?
Angry smiley is a new twist, but make it a little yellower. Maybe a salmon-color and red eyes. There wasn't really an angry smiley in EE though, just these two:

He isn't going to directly add any characters from other series at all.
Do a "technology" pack. Televisions, video games, computers, laptops, etc.

I actually didn't notice they weren't block size until I saw this and looked closer. So I don't think it really matters too much. 
I think they're good like that even.
