Owners of topics can now close and open their topics (thanks to alphajon for this neato feature)
On top of that, owners of mafia topics can now edit their own posts.

Yep, everything appears to be working now. Now mafia owners won't need mod permissions and now topic owners everywhere can enjoy being able to lock their own topics.

More debugging info, that's the array containing all the topic info the forum needs to display topics.
wtf is the "638" between "quote" and "isolate" on every post in every topic
Not every topic, just mafia topics. It's debugging info to help me track down issues. The number is your user ID. There should be a 2519 next to it but there isn't.
No it's a test of allowing topic owners to keep their ability to edit in mafia topics
