EE is slowly leaved by all users. People don't want to play or don't have time. But it's time to give this game to newer generations! Go to public stuff, and advertise this game there, Facebook, Twitter, ProBoards, ...

Call new users, let the veterans be more friendly with new ones. When registering, who reads the terms? Nobody does! Nobody is reading terms and conditions, wonder? As a message to all new registered users (you know this alert), we need to tell them the rules.

"Wait, there is a forum?"

The forum button top right isn't seen clearly. It must be shown for new users, too.

"Banned? I leave this game"

Except saying "You have been banned for bla bla bla", people must answer what they think of the ban. They will ususally think the "enemy" isn't banned and think staff is bad.
I think we should have a warning, that veterans shoul give the new players a chance, and not start mobbing them from the first day. "Ahh, noob! Noone wants you, leave this game!" – And here comes one reason.

"Purple username? I want one, too!"

Tell them that there is a moderators and admins system in the game.

"So few players? Bad game!"

If EE will die up to 10 players, then it's over, but you have still few chances to safe it! Safe EE!

T&C and Forums are visible enough for those who want to access them to easily find them, afaik new players are prompted to view the T&C incl rules.

I haven't yet banned a player who has played for less than a month or two (maybe more), it's usually usernames I recognise and new players aren't breaking the rules and being temp-banned.

I thought your username became more purple the more fabulous you were ? - I think all staff and other players respond correctly.

A larger playerbase can be accessed with Unity.

I've played ee for almost 6 years and I only found out about the forums(and blog for that matter) a year ago. Not everyone pays attention to every small detail on a website.

There's solution to your "visibility problem", I am not graphics designer nor a psychologist but simple images will make many more people check these links, because every eye will ignore plain text like it's now..
