You are supposed to be able to see it, it's so people can see what's going on for tricky discussions that the mod team have.
You can post a thread in there to ask a question/start a discussion, but only mods are allowed to post in there.

Mod Discussion is intentionally public. The idea was that you could post a topic requiring moderators' attention. That may have been removed. Then, the moderators would discuss your issue publicly.
