The hairs make the smiley wider than the template and even wider than the space available in the in-game smiley overview - to a point where 1 or 2 pixels of the hairs would be on top of adjacent smileys.

In that case, the developers would've had to put in some extra work to either make the smiley a width exception, or to space out the smileys a great deal.
OR, the "hairs" were pulled from an entirely different file
Sorta like how the zombie is pulled from the large smiley file, BUT the zombie icon at the top has its own file. Odd.

Edit: I beat you by one second.
Also, I realize the creation of this new smiley is unlikely.

Yeah, if I were them I would most likely want those update waiting worlds removed... They have too uch traffic in a small area with every spamming whatever they feel like in it.

Want to wait for the update? Why are you in a world specifically for that purpose, It' kind of dumb. Just go do something fun until it comes out.
