My vote for the best goes to TP minigames, and the worst would have to be any Zombie world.
Best = Good map with good admins
Average = Bad maps with good admins
= Good maps with bad admins
Worst = Bad maps with bad admins.
Alot of map creators will stop making the levels and ask players to join before they play-tested all of their stuff, or at least the questionable stuff that might be unsolvable.
And I hate when people say they are going to give out codes, and then just kick you back to the start in the end.
or write a fake, unusable code.
If you arn't going to give out the codes, don't bother writing it on the title in the first place.
But of course there are people who gets the codes and don't want to share to make them feel more special, and erase the code in the end. And if you keep on trying to put back the code, they'll just destroy the whole level.
Some Zombie worlds are pretty awesome if everybody doesn't cheat.
Any map that can offer difficulty without resorting to repetition or cheesyness. Nice scenery and sense of progression is a bonus.

A good map includes difficulty (but not to difficult), enjoyableness and to make it look good
Worst worlds are probably any of those insipid mini-game ones.

Best worlds: Maps with original obstacles and courses, regardless of graphics.
Worst worlds: Unoriginal minigame maps, over and over again.
