new people should get some features later

I think wooting, PMing and answering in Forum Discussion or Forum Business should only be allowed for people who are older then at least one week on the forum

PMs - maybe, allow PMing admins/mods only until you reach 10 posts (because time limitation is stupid)
What's wrong with woots and posting in the we specific forums tho
