i saw him today, i think, he was banned for 110days. toop banned him at 2.10.16. the 110days can't be ended to fast.

Probably using tunnelbear or some other sort of way to get his IP changed.

Players can be unbanned. Perhaps the ban was unjustified?

Well it would be stupid if an IP ban banned your IP but not your account. I am pretty sure changing his IP wouldn't help, as he still wouldn't be able to access his banned account.
