I didn't type in the link, but I've cleared %temp% and ProgramData. By the way I reinstall windows and when I changed my computer I installed the same hardware, but it was working long time ago.

Perhaps you can't download the VS packages properly, and then you get the error.

I've checked some guys with the same issue and they dont have Windows 7 SP1 just like me. I'll try to instal SP1 (Service Pack 1) and see what is happening, any suggestions how to install it? Theres no many tutorials and I don't really know anything about updating my windows.

I used an ISO to get VS2010 express. It should work

Downloaded .ISO waited 2 hours with my slow internet connection to download it installs and gets the same error. Okay thats it FML, I'll use microwave instead of laptop, and no I won't use anything else thats not Visual Studio. By the way if anyone needs this error code - 0x80070643

I've been googling for a year now, but nothing helps all windows updates I own was reinstalled like 3 times. Today I've installed .NET Framework 1.6.1, but this didn't helped either.

1. Reinstalling windows to the same ones (but it worked before)
2. Changing Computer.
3. Clearing %temp%

Extra thing listed on given solution page
Use .NET repair tool (for 4.5.1, 4.5, 4, 3.5 SP1 and .NET 2.0 SP2) (which is NOT the MSI fixer from method 1) and then reinstall the .NET framework.
Remember to restart your PC after you installed something (not needed after you used a fix-it/repair tool).
If that doesn't work:
Try manually installing a higher .NET version, namely 4.5.2, since it's the target version of Visual Studio for each project by default.
I have also read reports claiming you need to have your windows on the latest version, though those were on windows 10 PCs and MIGHT not apply on windows 7.
Also read a report about the fix-it you did fixing only one thing but then crashing on the next on first attempt, running the fix-it a second time fixed it for him.
After that only advise I can give is to clean install (NOT repair) windows (will delete all your files and partitions, so make a back-up so you can reinstall all your programs and import all your data).
Or try another OS (potentially windows 10, since I assume it's most accessible in your current condition).

Still off-topic: Hate to burst your bubble, but that's a hammer. A sledgehammer has an about thrice as long handle and head, making it also 3 times heavier (way better to use than a normal hammer, trust me).

Trust me it's a sledhammer. VS install didn't work so its my OS i bet. PM or type here all I should know about MONO especially how to install C# into it. I will install Windows 10 somewhen maybe soon maybe never, but in that time I'll use mono...
