UTC+0000 (ISO 8601) is as unbiased as you can get I think.

You make it so you can use up to 10 woots, IF YOU ARE FIRST WOOTER, but as many if you are 2nd+wooter.
I wooted to be first, popup shows I have used my 10 woots, I woot where N1KF has wooted, it shows that I can woot and no popup comes.

My first woot doesn't count, but N1KF's does.

That's a bug. I need to fix it. I mentioned it... somewhere in one of these woot topics. Maybe it was in the forum update topic. Ideally it wouldn't show up the box/create the box at all but debugging and modifying one huge line of code is not easy. Do javascript de-minifiers exist?
