i think that with the page that shows a persons reps and reasons we should also be able to see the reps he gives out so we can tell if that person is a troll or not.

No. Rep doesn't mean anything and you shouldn't care. I have over 200 total rep, but does that make me better than you? No.

So you can judge them by what others think of him and what he thinks of others? No. You should judge him by your own impression of him, or better yet, don't judge at all.
