Because the application allows you to download a local copy of the account backup or ask the server itself for a copy.

I download EEBackup, but there is no #0 in PIN Code. D:
Edit: I'm using version 0.01, but I don't how to make V 0.00003.6 (Maybe i'm being stupid)

Yes, there isn't any 0 key for pins. You likely have the current version, otherwise it'd notify you that it's out of date on startup.
Pin codes can be any number. It's just an extra security feature, sort of like a secondary password.

If the main EE server gets shut down, then this would be a viable authentication source for legitimate users of EE.
The data it collects are stored in hexadecimal strings that can be converted back into byte arrays that PlayerIO packets are formatted in.
However, world backups are stored in the same serialized data chunk that PlayerIO stores in its databases.
All of it is done to ensure that there isn't any information lost.
You can download your own backup to save locally if you wish, it's available from within the program itself.
