Your Speccy snip says it's running at 1330MHz. If that's correct, you might need to enable XMP profiles in the BIOS to get it up to speed. Ik I did.
Speccy shows the "real" clock speed of the RAM. Since it's double data rate (DDR) RAM the effective speed would be 2660 MHz (1330 x 2), essentially what is advertised.
Recently built this. I'd say the 1050 Ti is pretty good for a budget build, if you can get it for a reasonable price that is. I would really recommend an SSD for your system if you can get one.

The API is currently down due to some apparent Player.IO issues. I will update the topic once I have more information or a solution has been found.
EDIT: It appears that Player.IO must have blocked my server's IP address.

My VPS was still on and static pages were still loading. I was even able to SSH in and the Mono processes appeared to still be running. No idea what happened but rebooting fixed it. Thanks for the confidence.
